Hispanics are becoming the largest minority in the United States that face many problems in the United States. The problem that Hispanic minorities face is that they are struggling with language barriers within human services in the community. The root of the problem is that there are not enough bilingual professionals in practice to help residents that need human services in their language. There are many areas in which language barriers affect other fields such as criminal, medical/health, education, and other fields that provide services to the community. The lack of proper communication makes it difficult to understand and provide the proper service.

Subjective Reasons

Equal opportunities are the aggregation of policies and practices in employment and other areas that do not discriminate against persons on basis of race, color, age, sex, national origin, religion, or mental or physical disability (Equal opportunity n.d.).

This value is affected amongst this social problem because it deprives the Hispanic minorities from furthering their education and professional careers.

Progress is to movement toward a goal or to a further or higher stage (Progress n.d.).

The value is also affected due to the lack of proper communication between the service provider and a person needing the services.

Achievement and success are the accomplishment of one’s goals (Success n.d.).

This value is compromised as the lack of resources are limited to the Hispanic minorities which makes their goal harder to succeed.

Racism and group superiority is a belief that inherent differences among the various human racial groups determine by cultural or individual achievement, usually involving the idea that one’s own race is superior and has the right to dominate others or that a particular racial group is inferior to the others (Racism n.d.).

This value threatens this social problem because minorities are stereotyped into categories which deprives them of equal opportunties.

Education is to obtain the proper services academically to learn from the educational system.

This value is violated when students and teachers are not able to properly communicates with each other. It Becomes difficult for the student to succeed academically.

Objective Reasons

According to a 2015 U.S. Census Bureau report, 66 percent of Hispanics in comparison to 92 percent non-Hispanic whites have a high school diploma (Office of Minority Health n.d.).

20.5 percent of Hispanics in comparison to 41.7 percent of whites work in managerial or professional occupations (Office of Minority Health n.d.).

In 2015, the U.S. Census bureau reported that 22.6 percent of Hispanics in comparison to 10.4 percent of non-Hispanic whites were living at the poverty level (Office of Minority Health n.d.).

In 2015, 19.5 percent of the Hispanic population was not covered by health insurance, as compared to 6.3 percent of the non-Hispanic white population (Office of Minority Health n.d.).

About 18% percent of the population is Hispanic in comparison to 62% of non-Hispanic whites (U.S. population: Ethnic groups in America 2015 and 2060 n.d.).

There are many places where the lack of proper communication result in language barriers. The areas in which this problem occur are hospitals, court rooms, pharmacies, school, areas of employment, etc.

Liberal Perspective

When looking at the liberal view they believe the government is responsible in taking action to obtain equal opportunity and equality (Conservative vs. Liberal Beliefs. n.d.). This includes protecting human rights. Liberal believe that the government is needed to solve problems.

Liberal cause of the problem:

Some of the liberal causes towards language barriers is that it is required in certain curriculums. This makes it harder for students to learn other language as they are older. Another problem is the lack of proper education towards those who speak other languages. This results in lower graduation rate for the Hispanic minorities higher rate of minorities not attending or dropping out of college.

Liberal solutions of the problem:

Some solutions that can help resolve the problem includes learning other languages at a lower education level. Also, having the proper staff to educate those who are not able to communicate or fully understand the language. Not knowing the language makes it harder to understand the areas in which individual struggle to progress. Languages tends to get lost in interpretation without the proper knowledge of the language and culture.

Conservative Perspective

The Conservative view believes personal responsibility, limited government, free markets, individual liberty, traditional American values and a strong national defense (Conservative vs. Liberal Belief n.d.). This includes the ability one needs to complete their goals. This view believes that individuals have the power to solve problems.

Conservative cause of the problem:

Some of the conservative views that stem to cause problems with the topic of language barriers is the fear of change in culture, tradition, values, etc. This is the main problem with the conservative aspect because it shapes one’s lifestyle and political views.

Conservative solutions of the problem:

Some solutions the can help resolve the problem includes understanding other cultures, tradition, and values. People fear other cultures because they are not able to expect others. The purpose is not to agree with other cultures, values, and tradition but to respect them. The lack of not understanding other values restrict society from learning and understanding other culture. One belief should not affect the way one looks at other beliefs.

The major polices and laws that have been implemented to address this social problem are

1920s-1960s — English immersion or ‘sink-or-swim’ policies are the dominant method of instruction of language minority students (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy holds students equal to one another until the language of English is understood to proceed.

1963 — Success of a two-way bilingual program for Cuban refugee children (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy allowed for the progress of providing service to those in need to learn other languages.

1964 — Civil Rights Act: Title VI prohibits discrimination on the basis of race, color, or national origin in the operation of all federally assisted programs (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy holds one equally when trying to obtain federal programs.

1968 — The Bilingual Education Act, Title VII of the Elementary and Secondary Education (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy understands the struggle non-English speaker face and fund innovated programs for minority students.

1978 — Amendments to Title VII emphasize the strictly transitional nature of native language instruction, expand eligibility to students who are limited English proficient (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy allows English speaking students to enroll in bilingual programs.

1982 — Amendments to Title VII allow for some native language maintenance (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy provides program funding for students with special needs.

1994 —New provisions reinforce professional development programs (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy forces on language, and funds for immigrant’s education.

2001 — No Child Left Behind Act of 2001 (A Chronology of Federal Law and Policy Impacting Language Minority Students, 2015).

This policy assists students in learning English and meeting the academic requirements.
