Chicago Convention

The convention on international civil aviation which is also known as Chicago convention was signed by fifty two states on 7th December 1944. This also established the International civil aviation organization (ICAO). Which a specialized United nation agency looking after the international air travel. The Chicago convention has 19 annexes which contain the standards and recommended practices often known as SARPs. These annexes are amended time to time by ICAO to keep the aviation industry safe.

Annex 1

Annex1is Personal Licensing. It includes licensing of the cabin crew, pilots, aircraft maintenance staff, dispatchers, aeronautical operators and the air traffic controllers. These roles are important as all the staff in this industry has a special role. With each person playing their role with full attention, skills and knowledge. It keeps the functioning of the air transport smooth, safe and secure. To maintain that it is very important that the standard rules of maintenance and recommended practices are met by each and every staff member. Air transport isn’t possible without cabin crew, pilots, ground staff with their skills and essential training.

Annex 1 sets out the standards and recommended practices for the licensing of the flight crew, from pilots, flight engineers, cabin crew, air traffic, controller, air navigators, aeronautical operators, maintenance staff, dispatchers by convention on the international civil aviation. This includes training manuals, guidance for the states regarding the training, what kind of training is required for certain type of role, what level, qualifications. To ensure the safe operations of the air transport. The annex one also provides training manuals for the guidance on the training of the other personnel included in the operations of air transport. For example flight operations officers, radio operators, emergency crew and other individuals. With increase in demand of travel and the advancement of technology. The aircraft operation in today’s world has become diverse and very complex. Such advancement this household and making the air transport more efficient and reliable. Because it’s fast and the chances of system break up with your failure of the system and complement our human error is low. To maintain that number of human error and system error low these standards and recommended that practices are set by annex 1. By having the right qualification, training and guidance for safe and secure operations of the air transport in every way.

Proper training to minimize human error is vital as well as choosing the right personnel with right skills and proficient. The Annex one and ICAO training manuals provide the guidance and skills that are necessary to build a proficiency at the number of jobs therefore it also contributes to occupational competency. The good health of all the personnel also very important. Because human error accidents can occur due to adverse health conditions. To prevent such occurrences, Annex one has set medical standards which requires certain periodic health examinations to find out about any possible incapacitating medical conditions. And to contribute to general health of the flight crew and traffic controllers.

ICAO sets a human factor program in this annex which addresses the non-capabilities and limitations of the humans. It provides a vital role while designing a proper training program as it helps in improving the safety in aviation. This annex helps in improving the standards of safety in the aviation industry. By making the states more aware of the importance of the human factors in the air industry operations.

Personal licensing is one of the important the main annex that helps in providing high standards of licensing, training and qualifications for flight personnel. Licensing is an act of the authorizing activities which should otherwise be prohibited because of the potential serious accidents if not being performed properly. License sets the certain requirements for the applicant that are compulsory and have to met in order to perform certain tasks. The licensing exams includes number of physical fitness, heath and performance tests. These training and licensing conditions are crucial and critical for the overall achievement. By having these SARP’s set by the annex 1. It makes the air travel safe and efficient as well as gives more confidence to the people regarding air transport to be more safe than road transport. One of the main task of this annex of personal licensing is to develop and settle the differences in licensing requirements globally. Ensure that international licensing standards are kept in place for safe operations of air transport in future. This gets harder with time and even more crucial with flight crew is getting more exposed to increase in traffic, airspace congestion and with more complicated terminal patterns. To keep the standards and recommended practices levels in place. Annex 1 is amended time to time with the rapidly changing environment and aviation industry.
